Login to admin panel (www.example.com/admin)
Click Manage States under Localizing section
To add State

Enter Title in textbox
Click Submit to save

To edit State

Click edit icon in State row
Enter Title in textbox
Click Save to update

To delete State

Click delete icon in type row
Click OK to confirm deletion
